Accomplish the Employee Resettlement Work, Maintain Stability and Promote Development

Under the correct leadership of the Municipal Party Committee and the Municipal Government, under the guidance and coordination of the Municipal State-owned Assets Supervision and Administration Commission and the Service Commission, and under the strong support of the Municipal Human Resources and Social Security Bureau and the Labor Employment Service Bureau, the Board of Directors and senior management of the Group Company attached great importance to the resettlement of employees of Ginza Company during the restructuring of the company, and had held many meetings to research and analyze the employee resettlement and stability maintenance situation, and arranged and deployed the employee resettlement and stability maintenance tasks.


The Employee Resettlement Service Center is a specialized agency established by the group company to accomplish the employee resettlement and stability maintenance work. Since its establishment on February 6, 2012, under the correct leadership of the Board of Directors and senior management of the Group Company, guided by the country’s relevant policies on the resettlement of employees in the restructuring of state-owned enterprises, in the spirit of being highly responsible for the enterprise, employees and society, on the premise of stability and in accordance with the relevant provisions of the Employee Resettlement Plan adopted by the Workers’ Congress of Ginza Company, the employees of the Ginza Company obtained proper resettlement, and remarkable results were achieved. For employees who renewed their labor contracts with the company, the Group Company conducted serious training for them, and arranged proper position according to the position needs; some of these employees were assigned important tasks and held important positions. For employees who terminated their labor contracts with the company, on the basis of making a supplementary payment for social insurance charges, the Company timely paid the economic compensation in full amount, handled the procedures for receiving unemployment compensation, handled the Employment and Unemployment Registration Certificate, and handled the pension insurance relationship transfer and file custody matters for them according to the procedures, thus eliminating the worries of the employees terminating the labor contracts. As of July 31, 2012, for 344 employees who terminated their labor contracts, we had paid 9,943,056.07 yuan of economic compensation, 1,186,433 yuan of pension insurance charges and 700,000 yuan of unemployment insurance charges in 10 times.


Employee resettlement and stability maintenance work are important tasks with strong policies, multiple work links, complicated procedures, and involving the vital interests of employees, and social stability and unity, and can also be said to be a systematic project. Based on this, all employees of the Employee Resettlement Service Center have done meticulous and elaborate operations in employee resettlement and stability maintenance. The main methods are as follows: First, allowing the employee to voluntarily choose the resettlement method and sign a written agreement with the company is the key to accomplish the employee resettlement and stability maintenance work; only allowing the employees to choose the resettlement method voluntarily can truly reflect the true intentions of the employees, so as to ensure the quality of resettlement work. Second, acting in accordance with the Employee Resettlement Plan and operating in accordance with laws and regulations are the foundation for accomplishing employee resettlement and stability maintenance work. Only practicing equally and acting according to standards can reflect the fairness of the employee resettlement work. Third, strengthening ideological work, offering positive publicity, repeating communication, and enhancing mutual trust are important links to accomplish employee resettlement and maintain stability. Only if the employees truly understand the relevant policies and regulations on employee resettlement, they can make the independent choice, and the company can give resettlement according to laws and regulations, thus promoting the smooth progress of employee resettlement.
